Opportunity Information: Apply for SHTG FY 21 02
The Training and Educational Materials Development opportunity is a competitive grant offered through OSHA's Susan Harwood Training Grant Program, which was created under Section 21 of the Occupational Safety and Health Act of 1970. The program exists to help nonprofit organizations develop and deliver practical safety and health training for workers and small business employers. The overall aim is to improve real-world hazard recognition, avoidance, and prevention in the workplace, while also educating workers about their rights and employers about their responsibilities under the OSH Act.
For fiscal year 2021, OSHA announced about $11,787,000 available across the broader Susan Harwood Training Program, with an expectation of making multiple awards (the notice lists 80 expected awards). This specific funding track is for Training and Educational Materials Development, with a maximum award (ceiling) of $75,000 per grant. Awards are for a 12-month project period that must begin no later than September 30, 2021 and end September 30, 2022, and all funding is subject to federal appropriations. The announcement also clarifies that the FOA itself does not obligate federal funds; funding becomes committed only after selected recipients receive and formally accept the award documents.
Applicants are expected to propose the creation of new training materials that address one of OSHA's specified training topics. The deliverables are fairly structured and comprehensive: the package must include clear learning objectives, a course matrix, presentation or training content (including videos), instructor guides, participant guides, student handouts, training evaluations, and learning assessments. In addition to developing the materials, grantees must validate them by using the content in a live, classroom-based training session, which demonstrates that the materials work as intended with real adult learners.
OSHA places strong emphasis on applicant capability and accountability. Organizations competing for these grants need to show they can meet performance expectations, including having access to subject matter expertise, being able to deliver and administer adult training programs, recruiting trainees, and managing federal grant requirements. After awards are made, OSHA actively monitors progress toward performance goals and training targets through steps such as orientation meetings, review of training materials, observation of training sessions, program and financial monitoring visits, and reviews of quarterly and year-end reports.
There are also important limits on how many Susan Harwood grants an organization can hold in a single fiscal year. An organization may receive only one of the following in a fiscal year: a Susan Harwood Targeted Topic Training grant, a Training and Educational Materials Development grant, or a Capacity Building grant. If an organization submits multiple applications across those categories, OSHA will consider only the last complete and viable submission. However, an organization may still apply for and receive an additional award under the separate infectious disease/COVID-19 Susan Harwood grant opportunity on top of one of the grants listed above.
The application window for this FOA closed on August 23, 2021 at 11:59 p.m. Eastern time, and OSHA stated that late submissions or applications not validated by Grants.gov would be deemed ineligible. Another key procedural detail is that once an application is submitted, it cannot be edited or corrected; if changes are needed, the applicant must submit an entirely new application package before the deadline. The opportunity was issued by the U.S. Department of Labor, Occupational Safety and Health Administration, as a discretionary grant in the Employment, Labor and Training category (CFDA 17.502), under Funding Opportunity Number SHTG FY 21 02.Apply for SHTG FY 21 02
