The funded managing organization must run an open call designed to attract 150 applications from alumni of U.S. Government-sponsored programs across southern Nigeria. The NOFO expects the proposal to spell out, in a clear and credible way, how those applications will be promoted and received, and how they will be reviewed and shortlisted. From the pool of applicants, the program must ultimately select 100 small-grant recipients, with selection carried out through a panel process that includes a representative from the U.S. Consulate. In other words, the awardee is not just handing out funds; it is building an application and vetting pipeline with defined criteria, documentation, and shared decision-making with PAS participation.

The small grants themselves are set at $1,000 per project, for a total of 100 alumni-led projects. The NOFO emphasizes balanced distribution across the 17 states in the consular district: Ekiti, Lagos, Ogun, Ondo, Osun, Oyo, Akwa Ibom, Bayelsa, Cross-River, Rivers, Delta, Edo, Abia, Anambra, Ebonyi, Enugu, and Imo. Beyond geography, the Consulate is also requiring reasonable equity across gender and across the different exchange programs represented in the alumni community. A specific allocation requirement is included as well: at least 20 of the 100 funded projects must go to members of the YALI Network. The managing organization is therefore expected to build selection rules and outreach plans that can realistically achieve these distribution goals, rather than selecting purely on a first-come or single-network basis.

The 100 community projects funded through the small grants must align with the priority themes listed in the NOFO. These themes include: strengthening good governance and human rights, particularly through initiatives that encourage higher voter turnout and peaceful elections; advancing womens empowerment and rights, with an emphasis on entrepreneurship and job creation; enabling youth-driven initiatives that improve security and stability; supporting education, especially STEM-focused initiatives for public school students; promoting awareness, advocacy, and government accountability to counter wildlife trafficking, including the security and public health risks linked to pangolin scale trafficking; and supporting the inclusion of marginalized groups through sports. Applicants are expected to propose practical community interventions under these areas, and the managing organization must be prepared to monitor implementation and confirm that projects stay within the approved scope.

A notable programming preference is the integration of American Corners and Windows on America as activity venues when possible. Both the overall program design and the individual small-grant projects are encouraged to include trainings, meetings, workshops, and/or seminars hosted at these spaces. The NOFO lists available locations including Lagos (Lekki, Victoria Island, and Ikeja), Ibadan, Calabar, Port Harcourt, Abeokuta, Awka, Enugu, Osogbo, Uyo, and Benin City. In addition, projects should incorporate elements of U.S. culture that help increase understanding of U.S. policy and perspectives, aligning the work with PAS public diplomacy goals. The managing organization will need to provide guidance to grantees on how to include these elements in appropriate and locally relevant ways, and how to document them.

Finally, the awardee must build in a strong results and visibility component. The proposal must include a mechanism to collect photos, videos, and written summaries from each small-grant recipient and submit them to PAS for social media and other outreach channels. Practically, this implies setting clear reporting templates, deadlines, consent and media-release practices, and a light-touch but consistent monitoring approach so that each of the 100 projects produces usable documentation and outcome narratives, not just receipts.
