Opportunity Information: Apply for PAS CMR FY21 03

The Empowering Female Elected Leaders in Cameroon for Executive Leadership grant opportunity is a U.S. Embassy Cameroon (U.S. Department of State) funding call designed to strengthen the executive leadership skills of women currently serving in elected positions in Cameroon. The program is framed around the widely recognized development principle that women s political participation is essential to more inclusive, equitable, and sustainable governance. The opportunity is responding to the continued underrepresentation of women in Cameroonian elected office, citing post-2019 election figures that highlight the gap: 26 women out of 100 senators, 61 women out of 180 members of parliament, and only 35 women heading councils out of 361.

The funded project centers on delivering a short, intensive virtual training program that helps female elected officials lead more effectively within the realities of Cameroon s political environment. The workshop is meant to be practical and skills-based, focusing not only on personal leadership growth, but also on how participants can navigate institutional constraints, engage the public, build coalitions, and advance gender-sensitive reforms. Core objectives include improving participants confidence and communication abilities, strengthening leadership and management capacity, deepening understanding of the social, political, and legal framework that governs elected officials work in Cameroon, and sharpening participants ability to use modern communication tools strategically. A major intended outcome is also relationship-building: creating or reinforcing a cross-party network of women in political life that can share strategies, collaborate, and support one another beyond the training.

From an implementation standpoint, the applicant organization or individual is expected to manage the full set of program logistics and content design. This includes proposing at least six virtual workshop sessions to be conducted over a two-week period, delivered via Zoom. These sessions must complement two additional sessions that will be led by a U.S. expert arranged by the Embassy at no cost to the project budget. Each session is expected to last about 90 minutes, and the Embassy is looking for a highly interactive format rather than lecture-only delivery. Examples of expected engagement methods include practical exercises, breakout group work, structured large-group discussions, and fact-finding or applied learning activities that connect directly to the day-to-day leadership challenges faced by women in office.

The award is offered as a discretionary grant under the community development activity category (CFDA 19.040). The opportunity number is PAS CMR FY21 03. The maximum funding amount (award ceiling) is USD 15,000, with the Embassy expecting to make one award. Eligible applicants include public and state-controlled institutions of higher education, private institutions of higher education, nonprofits that do not have 501(c)(3) status (other than institutions of higher education), and individuals. The opportunity was posted on December 14, 2020, with an original application deadline of January 15, 2021.
